What is "Black Economic Empowerment (BEE)”?/ What is "Broad-based Black Economic Empowerment (BBBEE)”?

1) Broad-based Black Economic Empowerment (B-BBEE) is a government designed economic transformation philosophy and framework for organs of state, state owned enterprises and private entities to apply in order to contribute from the apartheid political era to a South African economy which is representative of the economically active population proportions.

2) The B-BBEE Act provides for the B-BBEE Codes of Good Practice which describe a Scorecard consisting of 5 elements; Ownership, Management Control, Skills Development, Skills Development, Enterprise and Supplier Development and Socio-economic Development, and which require Measured Entities to align their operations to the targets and weightings set out in the Scorecard.

3) The Scorecard requires that points scored under each of the 5 elements result in a total number of points which equate to a BEE Level. The BEE Levels range from 8 to 1. Each BEE Level is attributed a Procurement Recognition Percentage which can be offered to customers when they elect to procure goods and services from the Measured Entity.

4) Customers then use the BEE claims from suppliers to claim points under the Procurement element of their B-BBEE Scorecard in order to offer their customers a contribution to their BEE Procurement claims.
